But Not SS, correct? Because there should be runes on the ribbon, yes? If Luftwaffe would there be a Luft eagle on the ribbon so only Herr might be correct?

The medal bar looks original, except for the substitution of that fake SS 12-Year/25-Year (whichever that one is trying to be). An SS 4-Year or an SS 8-Year Long Service Medal would be theoretically possible on this bar as those did not have Sig-Runes on the ribbon. Other possibilities would be a Police 8-Year Long Service, RAD 4-Year Long Service, or RAD 12-Year Long Service: all of which had plain cornflower blue ribbons without any device. I agree with the others, though, that the most likely possibility for this bar would be a Wehrmacht 4-Year Long Service Medal (although it should of had its corresponding eagle device on the ribbon). Looking at the picture of your medal bar below: is that a hole I see in the ribbon (yellow circle)? Study that blue ribbon closely for any signs of holes.
