      Top:
      Tō Bu'un Chōkyū

Prayers for Everlasting Fortune in Battle
is the pre-1946 version of and means "pray". Usually prayer/wishes is written as . This is the first time I've seen used.

      Signed by:

      Takarada−chō Chō
      Takarada−chō Mayor
... but I cannot read his name!

It might have been given to:

      鈴木留司
      Suzuki Tomeji
since his name is so prominent in the lower right corner. Usually there is a kanji after the name, 君 kun, which is a familiar form of "Mr." This name lacks 君, so it might just be a friend signing the flag.

      Center right:
I ask you that the amount of English and Americans

      But,
Washington Military Review might have been written as sarcasm or a challenge by the following signer:

Glad to help when I can.

3rd line on the coat stamp is:
            宮崎治助
            Miyazaki Harusuke

I think the first two lines are an address, but can’t see them clearly enough to attempt.
