禱 is the pre-1946 version of 祷 and means "pray". Usually prayer/wishes is written as 祈. This is the first time I've seen 禱 used.

since his name is so prominent in the lower right corner. Usually there is a kanji after the name, 君 kun, which is a familiar form of "Mr." This name lacks 君, so it might just be a friend signing the flag.
