Thank you, Mr. Chen!! I just glanced at it and "misread" that as part of 戦争 "war".
せん‐しょう〔‐シヨウ|‐セフ〕【戦勝/戦<sup>×</sup>捷】
戦争に勝つこと。かちいくさ。
So it should mean "VICTORY", Senshō; victory in war.
支那事變戦捷記念
Shina Jihan Senshō Kinen
China Incident Victory Commemoration
[note: this time I'm using the original spelling 變 instead of the modern 変]
