Fancy Japanese Banner Translation needed

I just picked up an interesting Japanese banner. It has had a hard life and is in rough shape. I really would have loved to see it when it was new. My guess is it was maybe something for ship yard workers?

Any help with the translation would be greatly appreciated.

Tanren has a double meaning the same way as Forge has in English: either to hammer out hot iron; or to "forge the mind and body".

With the crossed sledgehammers behind the word "Wisdom", I'm guessing this was a youth training facility flag.
