Just out of curiosity, I am a very curious person,

What is the direct translation of the writing on the paper, I cant find a translation on the internet, not quite sure what to search for to be honest

One elementary advice, horizontal writing is post war writing. Documents were always written vertically, never horizontally. Short words and names, as an exception, could be written horizontally, if the layout called for it, but in this case, it had to be written right to left, not left to right like the paper in question. Horizontal writing from left to right is a post war concession to Western practices.
