The Japan Mint made four different medals to commemorate the enthronement of
Hirohito. One is the medal awarded to people, and the other three were sold in
department stores.

The characters, individually, COULD be pronounced as "Shin-Baku-Tai;" but there are other pronunciations [the JOY of Japanese Language!]. Since it is an aphorism/saying, it could possibly be Shin-Baku-Tai, thus slightly mirroring the more common martial arts sayings of:
1. Shin-Gi-Tai 心技体[Mind-Technique-Body] or
2. Shin-Gi-Tai 身技体[Self-Technique-Body]
