Translation Help Please.

Recently i purchased a small collection of Japanese items and these two where part of the lot. The fold out card appears military in look but have no idea what and the thin paper stock Kanji looks to have been pasted on a wall at some point, Any help would be great
p.s. just added an armband i found at the bottom of the box
