Actually it is german, prussian precisely, as the motto "non soli cedit" was the old Prussiam motto. The motto was used in some leib-regiment stendarts till 1918.
It could be leib regiment artillery? -
I think its possibly an Austrian police helmet of some kind with a prussian gorget emblem attached to it...Comment
