It could be Armeestand, Auditoren or IR 45 ( if the colour is in fact "scharlachrot"). IR 37 is a hungarian regimet and they have a diferent type of waffenrock.

1. In Armeestand usually served older officers in higher ranks- Leutnant in this branch was unusual.
2. Medals are probably replaced (as flik said it wasn't possible for an officer to get a Tapferkeitsmedaille in bronze). In addition they're placed lower than usual, but traces of original attached awards are still visible in the good place.
3. If he was promoted to Leutnant in 1913 (the tunic was produced in this year) he wasn't able to get any jubilee and commemorative medals before the WWI.
In this situation IR 45 sounds good!
