This "feldgrauer Filzhut" was standard issue for the members of the military clergy, starting in 1913. It has no association with colonial duty. It's just a similar looking hat.
This man could have served in the colonies, but this uniform is not an indication of that. With minor differences in insignia, this uniform was worn by Catholic priests, Protestant ministers and Jewish Rabis alike.
