It was the late 1980's or so and I was interviewing a former Nebelwerfer major in n. Germany. He arranged an impromptu visit with another old Werfer veteran in the same town and I drove over to see him with high hopes. He had also been an NCO pre-war and a Fahnentraeger in a Nebel Abteilung. In the course of our conversation he mentioned having earned the Lifesaving medal and proceeded to bring it out for my inspection. I don't recall asking him about when or under what circumstances he earned it and we got back to other topics. The medal was loose along with a length of unused ribbon and the bag it came in and had the same look of perhaps some silver content as yours. If he had earned it pre-war or by 1940 I could imagine it would have possibly been mounted on a bar along with an EK 2 and who knows what else. My hope was that he had saved a souvenir patch from the right sleeve of his Waffenrock, but I was disappointed in that. The only other item he still had was a sword which his grandson was very interested in inheriting. He was one of only two Fahnentraeger I ever got to meet.
