A big part of the recipients were officials, some kind of medics, Firmenbesitzer,
members of the Red cross/Krankenpflege, bankers, managers, scientists and others.
The most of the 13.ooo EK2w were awarded after 1918 till the mid of the 1920s.
I have worked on a list - it has nearly 3.000 names.

Here's a non-combatant medalbar with abandoned black/white ribbon instead of the regulation white /black for non combatants.
The give away is the Hindenburg Cross without swords.

This would have been a soldier who served the whole war in Germany and merited the black ribboned cross, and of course did not get the swords on his Hindie as he was not a combattant. Usually they were pretty stingy with the homefront black ribboned cross and I have not yet seen an example to a non officer.
A medic in the front lines would have had a Hindie with swords.
