Offizier Stellvetreter is roughly equivalent to a Warrant Officer in the British Army and is often translated that way.
But, it actually translates roughly as "Acting Officer" which would be a field rank of a senior NCO, like Regimental Sergeant Major, that would revert down one level in peace time, if he still continued to serve.
I think others that are more informed on German ranking systems could give you a more fine-tooned translation.
