Could this be the Hartmann regiment represented by this medal?

That would be Wels, Oberösterreich; Upper Austria.

Here's an organization table. Look under the 5. Königlich Bayerisch Division.

        Wiki:
        Königlich Bayerisches 14. Infanterie-Regiment „Hartmann“ (auf deutsch)

Cut and paste the below url into Google Translate for an English "translation":

Offizier Stellvetreter is roughly equivalent to a Warrant Officer in the British Army and is often translated that way.

But, it actually translates roughly as "Acting Officer" which would be a field rank of a senior NCO, like Regimental Sergeant Major, that would revert down one level in peace time, if he still continued to serve.

I think others that are more informed on German ranking systems could give you a more fine-tooned translation.

Hi! In this case it's a rank of the former AUSTRO-HUNGARIAN army, not the German. Offizier-Stellvertreter was a higher-ranking non-commissioned officer.

              Kind regards, Peter
