    They dont look bad from reverse, so i would say they are private purchased during the war or in the confusing time in 1919. The MLA existed still about a year after November 1918 (of cause without any airship). The design of the official for the navy distributed badges did not change until the end of war.

          Hi Chip, here are pics of shoulder boards. The under straps on reverse have been cut off unfortunately but they are nice quality all the same.The boards are slightly padded and you can still see the indentation/mark where the buttons were. Typical hand done chain stitching to insignia. Sorry for my poor photography! Ferg1.
