The Rossbach photo was something I found online already cropped, but it did show cross belts (or, sam brown belts) in wear.

On closer look, Im pretty sure the photo is pre-1931 because of the car. Judging by its wire wheels Im thinking 1920-24. A positive ID can be made with a bit of homework.

I agree with Sergey. I used to have the book he referenced and now remember the picture. It is indeed the 3rd Polish Uprising (1921) which would explain all the SSOS armbands.

Uniforms look German, based on pockets and what appears to be re purposed M15 feldbluse. (man on horse, and man at front of vehicle).

Its hard to tell, but most appear to be wearing soft brimmed M19 feldmutze.

I think Brians initial assessment of police is reasonable. There is a thread on WAF and perhaps Warrelics that have interesting photos of police that would make you think they were Reichswehr.... only giveaway is kragenabzeichen and shoulder boards.

Ahh, right... Pitschener Kreuz... such an obscure award, didnt think of it initially.
Just naturally assumed Annaberg Kreuz, and without knowing its date of issue, completely incorrect.
