I think it's basically a submariner's badge and not something you'd see on an NVA army tunic.
Generally speaking, I've only seen Soviet Academy badges being worn by higher, field grade and above, Warsaw Pact officers - and I've yet to see a post 1950s photo of someone wearing a graduate's diamond with a name plaque on it....

Even if the general was Naval officer before - all DDR Naval officers in USSR studied in High Naval Collage named after Kirov in Baku.
