Need Help With Soviet Poster

I'm not being very successful in translating this Soviet poster.
I know that it says something about the "Soviet working people" and about "young hands", but aside from that I'm hitting a wall.

Any translation help would be appreciated !

The poster obviously shows an older man and a young man who are with the Soviet railways.
Do you know what the purpose of the poster was?
Was it to praise old and young workers together?
Or to praise the master workers, the best workers (the gold hands") ?

I think this poster praises young men. Because they quickly study to become experts.
