Cap ID help please........

Could this hat be for an Islamic country? The followers of Islam place their bare forehead down to pray. Even in WWI, the Germans made special helmets, with no visor, so followers of Islam could pray while wearing their helmets, in combat battledress.

I guess I owe some more explanation to my statement. I said it's definitely not Yugoslav army issue (I never saw any headgear with fur in the army, I also checked a few books). It's not Tito's personal hat either He liked fur very much, but he could afford a bit better one.
When I think again, it is slight possibility it could be from some eastern/southern part of Yugoslavia and some non-military use: civil defence, factory guards... If you give me a permission I'll post the pics on Slovenian collector's forum and maybe someone will know.

Valter: Please, feel free to post the pictures ~ I genuinely appreciate your help! Did non-military staff wear the red star on their clothing/uniforms? Such as guards or police?

To your ? - of course, (almost) everything governemnt related in ex- Yugoslavia wore red stars or at least some badge with star in design: police, firefighters, civil defence, forestry, merchant navy...

A quick update:

after talking with several people, I'm sure this is not a yugoslav cap. The star is also stitched on the cap, what was never a case with yugoslav caps (except partisan period) - the stars on sidecaps were embroidered, or metal. One friend suggested it's a Mongolian one.

Valter: Thanks very much for your efforts! I guess it is a low production cap, and as you originally suggested, not military.
