This is definitely NOT yugoslav hat. Yugoslav army never used ushankas or anything like that. They rather left their soldier's ears to freeze than look like Russians There were some test ushankas intended for police in Slovenia, but never came into use and they looked way different.

I bought one of these in the 70's. The box it came in had about 50 and it was all in a large shipment from Yugoslavia. It is possible they were from somewhere else and routed through Yugoslavia but I doubt it. The Yugoslavian 'pilotka' hats have the same star insignia sewn into the front. These are not Ushankas and do not really have a similar appearance.
