I used Igor's research service, which I highly recommend, to discover the back ground on the recipients. Interesting that the ORS was originally recommended as a OPW2 and down graded, but the OPW2 was originally recommended as a ORS and upgraded! Enjoy!

Did some research on the cities mentioned and unit:

Rason and Seisin(Chŏngjin) are both along the North-Eastern coast of North Korea. I didn't locate the Kasy railstation.

4th Aviation Regiment:

As of August 9, 1945, by the beginning of the war with Japan, the regiment included 12 DB-3 aircraft (11 serviceable), 24/23 Il-4, and 34 combat-ready crews. The regiment began to perform combat sorties for its intended purpose on the very first day of the war.
On the afternoon of August 9, 1945, 2 IL-4 regiments launched a torpedo strike on enemy ships in the Sea of Japan.
On the night of August 9-10, 1945, 19 IL-4s bombed vehicles in the North Korean port of Rasin.
On the afternoon of August 10, 1945, 9 IL-4 of the 4th MTAP and 4 DB-3T of the 49th MTAP, under cover of 6 Yak-9 fighters from the 38th IAP, delivered torpedo strikes on enemy ships and ships in the area of the metro station Kazakov and m. Boltina.
On August 10, 1945, the crews of the regiment acted in conjunction with the crews of the 49th MTAP and the crews of the division’s command to search and torpedo surface targets in the waters of the Sea of Japan.
Soon, due to the fact that there were no targets for torpedo bombers in the Sea of Japan, the regiment’s crews were redirected to actions on the enemy’s coastal targets. So, on August 16, 1945, 16 IL-4s of the 4th MTAP attacked the Seishin railway station.
