Third Reich style helmets being worn by BW Generals in 1963

My first post in this section, could someone please look at this thread and tell me why TR period helmets are being worn by BW Generals as opposed to the US style BW helmets?

the picture is mirror inverted.

It is not Bw, it is BGS.

They are not wartime helmets either, ie. note no external fixtures (completely smooth shell).

Typical Bundesgrenzschutz uniforms from the late 1950's to 1960's (French cuffs to the tunics and only the eagle present on the sleeve).
