I would not recommend to change insignia on caps. They are rather different. You can try to bend peak back on BGS cap a little to give "crusher" look. Whether it work or not, no idea.
Any earlier BGS Schirmmützen (like your cap) will sell good. Not sure about demand for NRW Polizei caps, but they are not so popular.

I would guess late 1960s-mid 1970s, but I would have to see maker label. The eagle is later type. Early eagle is thinner, longer neck and "silber" instead of "altsilber."
If you put something in cap (or better, head/cap form) to hold shape, it will look better. It is crushed from storage - normal problem for BGS Schirmmützen.

The interior of the cap is in rough shape - clear sweatshield with gold letters, mostly rubbed off. I can make out at top the end of a maker or word ending in "...ero" or "..llero" ?? This is inside a gold diamond shape. I cannot make out much else. The size is 55 I suppose and the old owner's name is inside, "G3 Bloch." What is G3?
Any idea of cap maker? I can try to take a pic for you soon.

Alkero (Albert Kempf Uniformmützenfabrik KG) is a long time makers of hats in Germany. They continued in business after the end of WWII.
The police cap, while in nice shape, is probably in the average price range of U.S.$15.00.
Here are a couple of pictures showing what your BGS cap should look like. It has obviously been stored incorrectly and I doubt if the front of the cap or the visor will ever assume their original shape.
