Gordon,the visibility is required for footworkers between the tracks and train driving personal that work for instance at the marshalling yard.
it can be a cap for a safety supervisor wich must be present with a foot workcrew.
then the crew wears yellow or no cap because there must be distinction between workers or safety man.
I've been walking between tracks myself with safety personal present doing work at marshalling yards or along miles of railroadtrack.
some trains you just don't hear coming.
hats off for the railroad workers.
picture is that of the largest yard in europe,second in the world,located at Maschen,south off hamburg .
spent one night there in a crowded army train going for manouvers,never forgot that sight.

here's a picture of the deutsche bundesbahn hauling tracked YPR personal carriers of the dutch army;42nd armored infantry support company,120mm mortar platoon,second squad of the 41st armor brigade.
on the carrier on the right I manned the fity cal and we gunners had to assist the drivers on traintrips throughout germany.
on the left the TOW guided missile platoon of our company.
my own bundesbahn experiance.
