Yep thats what it is
Used as a sort of a 1 troy oz 'Standard Trading Piece' up until a few years ago in many counties that did not have a 'Cash Economy' (Remote Africa, Asia and the Middle East) and as a way to move cash in and out of counties that had curancy restrictions.
I believe they were privately minted right up until the 50s or 60s.
Its value is basically for silver content so what ever 1oz will get you.
Just as an aside many years ago during the 1980s big silver Boom~bust many of these were melted down so it is actually harder to find them in used condition rather than mint.
I know I set about 5000+ off to the smelter

If that is athe case then is could just be a historical recreation peice of some sort.
Is it made of lead?
