Thanks for the pic! Piece of cake: this photo shows parade of the 1-st Guard Brigade of ROA (Russian Liberation Army) which took place in Pskov, on 22 June 1943.
Also, they are Russians, not Ukranians. The man with the Russian national flag is count Grigory Lamsdorf.

That clears that up!
