    low ankle boots

    are this German WWII or other countries?

    They're not german army boots at least. If the 37 on the soles is the civilian size marking, then they are pretty small, maybe HJ. If not, then they are regular working boots, but I don't think anyone can be sure if they are pre or post 1945.

        I pretty much agree with Hptm except I believe they are German and pre 45. The laces look like new old stock US WWII cotton laces.
        There were maybe 10-15 German para military organizations that wore low boots and did not obtain exact Wehrmacht spec contract boots. This included the w-SS so not all real ones were exactly like the Wehrmacht pattern.

          I too am a believer that they are TR shoes, probably used by any paramilitary organizations as said.
          They are NOT german army (WL,WH,SS) issue but I do not belive they are for workers.
          I went to hundreds (maybe thousands) fleamarkets this kind of shoes is almost always found in Germany. For workers after the war ? But why are they more less found in Belgium or France ? These countries also are full of people who needs workers shoes after the war, no ?
          About the size, a thread posted by RonR (if I remember well - sorry if it's not him) shows some stuff from a soldier who was in the Police during the war, including a pair of marching boots sized with a 40 or 41.
