felt overboots look altered

it would seem the boots here have actually received a field customised reinforcement, not actually part of normal manufacturing process with the type 1...
its 'unissued condition' description is therefore a little confusing! thoughts?

Additinal leather at front is not a factor made , and probably was field improvement.

exactly my thoughts. cannot really determine when alteration was made either, post war etc.
