Stone mint gas mask can Vol.2. Need help with maker

Hi folks. Another gas mask time capsule came in this week. Interesting to see a long can dated 38 with nice WAA eagle at the bottom. Maker says S & S B 1938. Hard to photograph. Has anybody seen this maker before?
