Looks like a Wehrmacht pioneer pouch at first glance. From the pics I can’t say if it’s a repro/postwar.

Lots of variation on these & fakes out there so better pics are needed.

"MSS" marked hardware has been used by CSLA army but they just continuedbcontinued use of German ww2 production. It as real German bag. Some of them are ink stamped by CSLA army as they equipment inventory.
