Was my first impression, too. Also have not seen such a type before (and it must had a special meaning), its clearly some kind of "Marsch-Riemen" (marching strap), worn around the ankle part of the jackboots, to make them tighter and prevent becoming sore.
The "L" stands for LINKS (left) IMO.
