How is this hood worn?

Gents,
Pardon my ignorance as i am unfamiliar with these hoods - does this go underneath the helmet or is it worn minus a helmet? What would it attach to -
Or is it just its own thing that tucks inside a uniform or great coat?

I guess you can wear it on top or beneath the helmet- it´s tuck into it matching parka!

No way over the helmet - the hood of parka goes over helmet. This hood here under the helmet.
