Entrenching tool and cover question

Dear Gents,

I was offered this entrenching tool and coverI would like to ask you opinion about them. The cover has a strange material, but it looks fine to me. Has anyone seen set painted white like this? Is it postwar painted by some other army or is it period?

(I know the pictures are not the best but I got only these from the guy who offers them)
