It's difficult to tell when it was done, but judging by the pattern I'd say they were spray painted white at some point.

Cammo cartridge pouches have been found but in this case it is difficult to say "what" and "when". Try see out if it is really paint...but would still would be difficult to say "when".

Not original applied whitewash IMO. You would have expected more wear on studs and leather tabs where you grab them to open the pouches.
