This is not the full band, but the drum & bugle group that was a seperate entity. I would say that in addition to the bugle hanging at their side, the brass men were also skilled in the fife and that is what is in those cylindrical leather containers. I owned one at one time and have seen them for sale with dealers. The cap is secured with a strap and stud as on the ones in the photo. The brass section of the smaller drum & bugle group probably carried fifes to handle special selections with that instrument and the drums. A long shot guess might be that the leather tubes held replacement mouthpieces for the bugles. But I favor the first idea.
