I think its a cashbox. On the plate is written "munincipal bank Nürnberg"

Mystery Object = Bank

This appears to be as stated a cash box or bank. My grandmother has an antique bank that is very similarly shaped (only american in origin) that was given away as a premium to her local bank when an account was opened.
