Winter white mittens

I've find these mittens with vet original german bring back item.
I'm 100% certain these came from germany during WWII but I can't find the same anywhere.

Is it civil?
What do the leter mean?

I've got a couple of these in my collection, but i think they've got a free index finger...I'll have a look when I can get access to them (the're stored)
