unusual tornister ... WH ? polish ? czech ?

Hi,
I have this tornister in my collection for years, it looks quite similar to a German ordnance production but has some differences and marks (a 3 in a triangle and a 39 in a triangle) do not look German at all... any idea ?

Da, it is to Red Army Norms Comrade, very nice but only designed to fit the list of things it was authorised to carry. Tactically, a nuisance.
