Don't like the tan spray extending inside the lid!

Hello to all!
In my opinion I don't see strange that the paint has come right into the lid.

I guess that probably the canister was sprayed without much care: moreover I see that the paint is not got to cover completely the bottom of the tube.

From what I can see in the pictures, I think the general conditions of the tube (paint, rust...) are ok, nothing would make me think of a suspicious item.
