Does anyone recognize this? (ammo bag?)

A friend of mine brought these in. A black leather case holding a wooden block with four holes in them. Could it be for stick grenades? Does anyone recognize it?
Is it German?

Looks more like a ninteenth-century piece. Not German WWII for sure.
