it is used to warm the battery by cold weather in all wehrmacht's vehicles !
for exemple the kubelwagen used 2 in a wooden box like this

(there is normally one spring and a metal sheet between the heater and the battery)
It's WW2 but the czech used the same model after the war and the text is in czech !
