I have some similar ones from the british Army and Bundeswehr as Tool & Spare Parts Bags for Bazookas etc. Maybe for a Panzerschreck.

As far as I know these were used to carry small (carpenter like) hand tools, like hammer(s), pincers, chisels etc. etc. I have somewhere a picture of such a set in use with a Pionier-unit. But can't find the picture. When building things you also need smaller hand tools.....

I never have seen a full equipped one. But have seen one with impressions of tools in the "pressstof".
