Looks like a signal in the International Code of Signals letter "O" or a "Man overboard".
The difference is that it is a mirror image or is bad assembled.

So it could be used buy Kriegsmarine or Coast Artillery then ?

Looks like a Target Signal to mark somethinf in the Field. The Americans used similar ones while on Exercise for the EIB in Berlins Forests, except that these were of redish Orange/white. I remember this Style, just visible if you come from the right side and 3-sided ones with a Wire Frame, hanging from Trees, visible from all sides.

Yes I think this may be more correct. It should be inserted into the ground and could be a target signal flag.
But I have not seen any pictures of these I think ?
