I can only confirm that in the official military manual of the MP38 and 40; Merkblatt für die Ausbildung mit der Maschinenpistole 38 und 40 (M.P. 38 u. 40.) from the 4th of December 1939 http://www.mp40.nl/index.php?page=photo&pid=4817 there is the first listing of MP38 and MP40 equipment in Chapter 4 being:

IV Equipment

13. With every M.P.38 and 40 belongs a:

1 Carrying sling
6 Magazines with 30 round each
1 pouch accepting 6 magazines or
2 pouches accepting 3 magazines
1 Magazine loader
1 Muzzle cap for M.P.

The pouches mentioned refer to the more standard pouches; the 2 x 3 compartment pouches (D-ring in corner) for the individual soldier and the 1 x 6 compartment vehicle pouch.

So you can conclude that the pouches in this thread have been issued well before December 1939. Possibly only 1938...... I guess you have to find a set of 1938 magazines as well...
