Looks like a German Can for the "Volksgasmaske" You'll store it upside down in the Container with the Filter on top. The Rim on the Filter lay's on the Rim of the Can and will be secured by the Lid to prevent it from shaking and making noises. I think it was mostly used by Luftschutzhelfer as the allway's have to carry it.
