Officer boots were all private purchase and a huge variety of boots were worn, not only by the Wehrmacht but by all kinds of civil, political and paramilitary organizations. The same boots were made in the same style, in some cases by the same bootmakers, before, during and after the Third Reich. These are at least German and I like them and think they would look good on a mannequin, the markings and the tab with the buttonhole inside are good signs. There may be no way to be certain exactly when they are made but that is true of virtually all boots offered as WWII German officer boots.
