Could be possibly been used as fuelpump to refuel the vehicles from drums.
Could not find a photo at this moment, but with this picture of a model-kit you will know the meaning.
These types of hand pumps are still in use nowadays.
But looking at the writing on it and lacking the word Germany it should be rather old and could pre-date ww2.
