No idea how to describe this!

Hello,

This has been found on a flea market, seeing the marking, no doubt it is German. But I have honestly no idea about what it can be so any help will be greatly appreciated! I have to say that without the marking, I would have never get it.

I't looks like some kind of collapsible pliers or scissors but why does it have a 'Reichsheer' in 1939? Wouldn't be just 'Heer' or 'Wehrmacht'?

thanks for the advice, I have posted a link in the communication equipment.

I found in also a link on the net telling as you say it may be to pull cables and one sold on ebay.de but without too much explanation.
