Yes, they are quite small, and the 41 is possibly the manufacturing date.

Indeed it does and notice the pronounced box toe on these as well. This is what is almost always seen on Police and pre-War made SS boots in photos and surviving examples but the experts insist that only “shark” toes on issue marching boots and high shoes are period....
