Two unknown canteens covers

Hello, I need help with this 2 canteen covers. They are without loops and only one (1l) have below Al "button". Pressbuttons are steel.

The large one is for a medic canteen (so the wrong straps were added), the smaller one is civilian.

What I know medical canteen haven´t bottom button (in this place are cross straps).

Both must be for some so-called political canteens IMHO. I have one 1l political in my hands right now and it's just like the one seen on photos here, except for the used material, mine is made of some extremely low quality stuff.
